on twitter its used for trending topics or to describe a tweet. Like someone could say "We're gonna have a great season this year #NDfootball"

You can do a twitter search on a hash topic too.

 

Sometimes people, our player did this a couple times, will use it like a community joke: for example, you might have a number of people start tweeting #dontyouhateitwhen anecdotes or opinions.
