No way would I take those guys over Kelly. I think you'd make a better argument with guys like Sumlin or Shaw. Not that I'd take Sumlin or Shaw over Kelly, but I think they're better coaches than the ones you list. I like Petersen, but lets see how he does with the big boys first.
As for the top 10 list, Kelly is clearly a top 10 coach. Briles and Dantonio are great coaches also, but I don't see the logic in having them higher than Kelly right now.
Kelly deserves a lot of credit for going unbeaten in the regular season twice now in recent history. Its incredibly hard to go unbeaten. Every year there's maybe one or two unbeaten teams out of 119 teams at the conclusion of the regular season. FSU was the only unbeaten team this past season and ND was the only unbeaten in '12 leading up to the championship. Kelly went unbeaten his last year at Cincinnati too. So that's twice in what 5 or 6 years? Now people are going to say its the Big East. But a lot of high profile coaches have come out of the Big East over the years Petrino, Shiano, Rodriguez, Strong etc, but none were able to go unbeaten like Kelly did.
