New registrations are enabled again.

1. If somebody with under 20 posts makes a post or a thread that contains the word airline, this will be flagged for review before getting published.
2. New members will have their first 3 posts approved by the moderating team before it displays. I will loosen up this rule when I can be sure we're clear of the spam problem.
