NCAA rules keep him from talking about any recruit until the faxed signed LOI is in the school's hands.

If the player is 09 he can't talk about it if he hasn't signed and faxed his LOI. If a player, like Toma or someone in Thigpen's situation who wanted to take more visits, Charlie can not talk about them
