What I am about to say has nothing to do with this recruit as I have no knowledge. But for many who are new to ND and ND recruiting this does NOT always mean that the player cant qualify or that they have bad grades. Often it means that the recruit hasn't taken the necessary courses that ND requires. One of the big ones is a certain number of foreign language requirements. That is something that is entirely up to the recruit to complete and where something would be "up to them" to complete. One advantage of ND working with prospects sooner than before is the ability to let kids know about ND's requirements earlier in their high school career so that they can then take required classes if they have an interest in ND. I am not 100% what Proctor's issue is but ND cannot go after him, probably would lean toward the language class in my gut.
